Peter L. Costello
President and Chief Executive Officer

Peter joined BCS in 2014 with 20 years of experience in health care and technology. He was a Senior Vice President at Cogito Corp., a behavior analytics company named by Inc. Magazine as one of 2014’s fastest growing companies. Peter served as Vice President at both Blue Cross and Blue Shield of Massachusetts and Excellus Health Plan and co-founded two technology-based start-ups. Peter also served as an officer in the United States Navy. He earned a Bachelor of Science in Applied Mathematics from Providence College and a Master of Business Administration in Finance and Statistics from the University of Illinois.

Susan A. Pickar
Chief Financial Officer and Treasurer

In her role as Chief Financial Officer and Treasurer, Susan provides financial and strategic leadership to the Company and is responsible for all treasury, financial reporting and accounting, financial planning and analysis, and enterprise risk management functions. She also oversees the long-term investment portfolios for BCS and its subsidiaries. Additionally, beginning in 2014, Susan serves as President and Chief Executive Officer of Plan Investment Fund, a mutual fund entity available for Blue Cross and Blue Shield companies. On behalf of BCS, she serves as a Director on numerous affiliated company Boards. Prior to joining BCS, she spent nine years with KPMG, LLP, specializing in the insurance industry. Susan earned her Bachelor of Business Administration from the University of Wisconsin-Madison and holds a CPA license in the state of Illinois.

Mehb Khoja

Mehb A. Khoja
Chief Actuary and President of Medical Risk Managers, Inc.

Mehb is the Chief Actuary of BCS Financial Corporation and its subsidiaries, and the President of Medical Risk Managers, one of the largest managing general underwriters in the country. He is an expert in employer stop loss and has experience consulting to employers, insurance carriers, reinsurers, and the pharmaceutical industry. He is well versed in the wide range of issues impacting employer stop loss carriers, reinsurers, and policyholders. Mehb has been a frequent guest speaker at various industry events, spoken on industry podcasts, and is a volunteer at the Society of Actuaries. He is a Fellow of the Society of Actuaries.

Terry M. Hackett
General Counsel and Secretary

Prior to joining BCS in 2010, Terry had nearly 20 years of experience in private practice handling commercial litigation. Terry earned a Bachelor of Science in Finance from the University of Illinois at Urbana-Champaign and a Juris Doctor from Loyola University of Chicago where he was a member of the Law Review. Terry is admitted as an attorney to all state courts in Illinois, the United States District Court for the Northern District of Illinois, the United States Court of Appeals for the Fifth and Seventh Circuits, and the United States Supreme Court.

Chris S. Bailey
Senior Vice President of Sales and Market Development

Chris joined BCS Financial in 2020 with over 25 years of experience working in the Blue Cross Blue Shield System. Prior to BCS, he served as Vice President, Revenue Office at Cambia Health Solutions, parent to BCBS companies in Oregon, Idaho, Utah and parts of Washington. Chris also served on the Consortium Health Plans Board of Directors as a member of the Executive Committee and Chair of the Blue Value Committee. Chris earned his Bachelor of Arts in Psychology from Alfred University and is a licensed Life and Health Insurance producer in multiple states.

Jim Drew

James A. Drew
Senior Vice President of Strategy, Marketing, and Performance

Jim is the Senior Vice President, Strategy, Marketing, and Performance for BCS Financial. Paired with over 15 years of online sales, marketing, and communications experience, he has a deep background working within the Blue Cross and Blue Shield System. Prior to joining BCS in 2005, Jim managed various political campaigns and legislative redistricting initiatives on behalf of the Illinois General Assembly. Jim earned a Bachelor of Arts degree from Indiana University Bloomington and a Master of Business Administration from DePaul University’s Kellstadt Graduate School of Business.

Wendell Ferguson

Wendell Ferguson
Vice President of Information Technology

In his role of Vice President, Information Technology, Wendell provides strategic and operational leadership, along with direction in the development, implementation, and maintenance of information technology and system functions. Wendell has more than 25 years of extensive experience in the technology industry. Most recently, Wendell was the Director of IT at Blue Shield of California (BSCA), where he lead their data, development, infrastructure, and other IT teams for 10 years, and Assistant Vice President at CareFirst Business Systems of CA, a Medicaid carrier acquired by BSCA. Wendell holds a bachelor’s degree in computer science from California State University-Hayward, a master’s degree in Divinity from Berkeley School of Theology, and is Lean Six Sigma Green Belt certified.

Chris Kurtenbach

Vice President of Service and Operations

As Vice President, Services and Operations, Chris is responsible for all service and operational activities for the company, with a focus on large claims solutions, including high-cost claimant strategies, and BCS’s RiskNavigator solution set. A Six Sigma Green Belt, Chris has a proven track record of driving change throughout organizations with a focus on cost savings, profitable growth, and customer satisfaction. Prior to joining BCS in 2017, Chris led operations for LifeWatch Services, a cardiac medical device and services company, and spent nearly 10 years in a variety of leadership roles at Anthem/AIM Specialty Health.

Patrick O'Rourke

Patrick O’Rourke
Vice President of Human Resources

Patrick is the Vice President of Human Resources for BCS Financial. He joined BCS in 2017 with over 10 years of experience in healthcare and technology industries. He was Senior Business Partner at BDO Digital (formerly SWC Technology Partners), an award-winning mid-market information technology solution provider and consulting firm prior to joining BCS. Patrick is responsible for human capital strategy including talent acquisition, talent development, performance management, and total rewards strategy. He is also an active member in the Oakbrook Chamber of Commerce where he serves on the Talented Workforce Committee and Young Business Leaders group. Patrick holds his Bachelor of Arts in Secondary Education from the University of Illinois at Chicago and a Master’s in Business Administration with a concentration in Management Consulting & Organizational Leadership from Benedictine University.
